How to Write a Tender Specification for Weighing Equipment

A well-written weighing equipment specification states five measurable things — capacity, readability, repeatability, operating environment and interface requirements — plus the documents the supplier must deliver: a traceable calibration certificate, a manufacturer authorisation letter, and clear warranty and after-sales terms. A poorly written one copies a single brand's datasheet and confuses "accuracy" with "readability".

What should a weighing equipment tender specification actually contain?

This guide is for procurement officers, tender-fulfilling companies, and anyone asked to draft or evaluate a specification for laboratory balances, bench scales, or industrial weighing systems in the UAE and wider GCC. It covers how to state each technical parameter honestly, which documentation clauses protect the buyer, who can legitimately issue a manufacturer authorisation letter, and the recurring mistakes that produce non-compliant bids and disputed evaluations. A complete specification answers three questions for every bidder: what must the instrument do, in what conditions, and what must accompany it. In practice that means the ten sections in the table below, each of which is expanded in the rest of this guide.

How do you specify capacity correctly?

State the maximum gross load — sample plus container plus any fixture — and add headroom, rather than specifying the bare sample weight. A balance weighing 400 g of material in a 250 g vessel needs at least 650 g of capacity before headroom; a specification that says "capacity: 400 g" will produce bids for instruments that cannot do the job.

Work from gross weight, not net. List the heaviest container or fixture that will sit on the pan, add the heaviest sample, and specify capacity above that total. Tare does not create capacity — a tared container still consumes it.

Leave headroom. Instruments run at the top of their capacity leave no margin for an unexpected heavier container, a second sample, or future needs. A common-sense allowance of 20–30% above the calculated maximum gross load is reasonable for most applications.

Specify a minimum, not an exact figure. Write "capacity: not less than 650 g" rather than "capacity: 650 g". Manufacturers build to standard capacity points — for example, A&D's GX-A/GF-A analytical and precision balance series spans 122 g to 10,200 g across its models — and an exact figure that matches no standard model forces clarification requests or arbitrary rejections.

For platform and bench scales the same logic applies at larger numbers: a goods-receiving bench handling cartons up to 40 kg should specify "not less than 60 kg", which sits comfortably within a standard industrial range such as A&D's SW series (6 kg to 150 kg across the series).

How do you specify readability — and why is "accuracy" the wrong word?

Readability is the smallest increment the display shows — 0.1 mg, 0.01 g, 1 g — and it is the correct parameter to specify. "Accuracy" is not a single number and should not appear in a specification as one; an instrument's closeness to the true value depends on repeatability, linearity, calibration state, and environment together. A tender line reading "accuracy: 0.001 g" is technically meaningless and lets every bidder interpret it in their own favour.

Match readability to the real requirement, not to prestige. Finer readability costs more, demands a more controlled environment, and slows weighing. A dispensary weighing to the nearest 0.1 g does not need a 0.1 mg analytical balance. As a reference point for instrument classes: analytical balances read to 0.1 mg (for example, the GX-A/GF-A series analytical models at 0.0001 g), precision balances typically read 0.001 g to 1 g (A&D's FZ-i/FX-i covers 0.001–0.01 g, the GX-M/GF-M 0.01–1 g), and compact bench scales such as A&D's EK-i series read 0.01 g to 5 g depending on model. Never treat readability as accuracy. A display showing five decimal places does not guarantee the fifth decimal is meaningful. That is what repeatability is for — which is why it deserves its own clause.

How should repeatability and linearity be specified honestly?

Require bidders to declare repeatability and linearity from the manufacturer's published datasheet, and set your maximum acceptable repeatability at or above what the application genuinely needs — not at the readability figure by reflex. Repeatability is quoted by manufacturers as a standard deviation of repeated weighings under stated conditions; it tells you whether the last displayed digit is trustworthy.

Note what the table below shows: on well-designed instruments, repeatability is typically of the same order as readability — but it is a separately published figure, and requiring it forces every bidder onto the same honest footing. A bidder who cannot produce a datasheet repeatability figure is telling you something.

Two further clauses are worth adding for laboratory instruments. Stated conditions: datasheet repeatability assumes a stable environment, so if the instrument will operate near vibration, air currents, or temperature swings, say so in the application section and let bidders propose accordingly. Minimum weight: if weighing results feed a pharmacopoeial or quality-critical process, your quality unit may require a minimum sample weight assessment on the installed instrument. That is determined at the installation site, not from the datasheet — specify it as a commissioning deliverable and confirm the exact requirement with your quality unit, as it depends on your own procedures.

What calibration and documentation clauses should a tender include?

Require delivery with a calibration certificate traceable to national or international standards, showing the actual measured values — not a bare conformity statement — and state whether calibration must be performed on site after installation. A certificate that only says "passed" gives your quality team nothing to assess; one that records applied loads, indicated values, and the reference standards used is auditable evidence. Calibration certificate. Traceable to national or international standards, with measured values recorded, issued for the specific serial number delivered. If the instrument is precision-critical, require calibration at the installation site after commissioning, because transport can affect adjustment. Balances with an internal calibration mechanism simplify routine checks between external calibrations and are worth naming as a preferred feature for laboratory instruments. Read it per series from the datasheet rather than as a universal rule about letters.

Verification for trade use. If the equipment will weigh goods for buying or selling by weight, legal metrology applies: in the UAE, legal metrology is administered by the Ministry of Industry and Advanced Technology (MOIAT) under Federal Decree-Law No. 20 of 2020, and in Dubai verification is carried out by Dubai Municipality's Dubai Central Laboratory under MOIAT authorisation. State the trade-use intent explicitly in the tender and require bidders to confirm the offered model's suitability for verification; the specific process and requirements should be confirmed with the authority for your emirate and use case. Warranty statement. Require the warranty period, what it covers, and who performs warranty service to be stated in the bid. Evaluate the service route, not just the number of months.

Manuals and declarations. Operating manual in English (and Arabic where your users need it), and a country-of-origin declaration if your tender rules require one.

Availability confirmation. Require bidders to confirm availability and delivery period per model in their quotation, rather than assuming any catalogue item is on the shelf.

What is a manufacturer authorisation letter and who can issue one?

A manufacturer authorisation letter (MAL) is a signed document confirming that the bidder is authorised by the manufacturer — or by the manufacturer's official representative — to offer, supply, and support the quoted equipment for that tender. Tenders ask for it because it is the cheapest reliable filter against a real procurement risk: a bidder who wins on price, sources the instrument through informal channels, and then has no route to genuine spare parts, service knowledge, or warranty support.

The key point procurement officers should understand: an authorisation letter can only originate from the manufacturer or its authorised representative. A general trader or reseller cannot issue one, because it holds no authorisation from the manufacturer to pass on — at best it can forward a letter obtained from whoever actually holds the authorisation. Because the letter can only come from that level, it is also a document a bidder cannot manufacture for itself. Where it exists, it exists because a real appointment sits behind it — which is exactly the property that makes tenders ask for one.

What are the most common spec-writing mistakes?

Seven mistakes appear again and again in weighing equipment tenders, and each has a simple fix.

An eighth, subtler mistake: requiring certifications by name without knowing what they mean for the purchase — "must be ISO certified" being the classic example, which could refer to the manufacturer's quality management system, the calibration laboratory, or nothing in particular. If a certification requirement matters to your organisation, name the exact certificate, whom it must belong to (manufacturer, supplier, or calibration provider), and what evidence must be submitted.

What supply and after-sales clauses protect the buyer after delivery?

The specification should require every bidder to state, in the bid itself: delivery period per item, who performs installation and commissioning, what operator training is included, the warranty service route, and the availability of spare parts and service support in the UAE. Weighing instruments are long-lived assets; the difference between a five-year instrument and a fifteen-year instrument is usually service access, not build quality.

Delivery and availability — bidders confirm availability and delivery period per model in the quotation. Installation and commissioning — for precision instruments, on-site levelling, calibration, and a commissioning check; for systems (inspection equipment, weighing indicators wired to separate load cells or platforms), full installation. Training — basic operator training at handover, stated in hours or scope.

After-sales support — the bidder states its service arrangement for the offered brand. Is it acceptable to name a specific brand or model in a tender specification?
Rules vary by organisation: many public tenders require neutral, performance-based specifications, while private buyers may name a reference model "or equivalent". The safe pattern is to specify performance minimums and, where a reference is permitted, add "or equivalent" with the evaluation criteria for equivalence stated. Confirm your own organisation's procurement rules before naming models.
What should an evaluator check first when comparing weighing equipment bids?
