Legal Metrology in the UAE: What the Law Requires of a Balance Used to Price Gold

Legal metrology is the state control of measuring instruments used to settle the price of a transaction. In the UAE it sits under Federal Decree-Law No. 20 of 2020, with the technical requirements for legal measuring instruments issued as Cabinet Decree 105-2024 and administered by the Ministry of Industry and Advanced Technology (MOIAT). In Dubai the verification itself is carried out by Dubai Municipality's Dubai Central Laboratory. Neither the decree-law nor MOIAT's published description of the service names an accuracy class or a readability figure for gold — and where a specific figure is going to decide what you buy, the authority to ask is Dubai Central Laboratory.
What UAE law actually requires of a balance used to weigh gold
The short answer is that the law regulates the use, not the specification. If a balance determines the price a customer pays — a gram of 22-carat weighed at the counter, a scrap parcel bought over the desk — it is a legal measuring instrument and falls under legal metrology control. If the same balance checks an alloy batch or records an assay for your own file, it does not. That distinction, not a readability figure, is what decides whether the regime applies to you.
The framework itself is short to state. Federal Decree-Law No. 20 of 2020 is the current federal instrument for standardisation and metrology, a framework law of sixteen articles. The technical detail for legal measuring instruments is issued separately: MOIAT's own legislation register lists it as Cabinet Decree 105-2024, Regarding the Technical Regulations for Legal Measuring Instruments (also cited as Cabinet Resolution No. 105 of 2024). MOIAT's published scope for legal measurement tools expressly names scales used for gold, jewellery and Arabic perfumes, and scales used in retail stores — so the trade is unambiguously within scope. What that scope statement does not do is name a readability or an accuracy class for gold. We have not reproduced the technical annexes of Cabinet Decree 105-2024 on this page, and you should not accept anyone's second-hand account of them, including ours; if a figure from it is going to determine a purchase, read the current text or ask the authority.
Two dead references still circulate widely and both should be retired. ESMA, the Emirates Authority for Standardisation and Metrology, was absorbed into MOIAT in July 2020; a specification or tender document written in the present tense as "ESMA requires" is out of date whatever else it says. And Federal Law No. 28 of 2001 is the statute that established ESMA. It is a body-establishing law rather than a technical specification, and it is not the source of the "0.1 mg for bullion" requirement that circulated under its name for years. If you have been shown a requirement sourced to Federal Law No. 28, ask to see the article — the citation does not support the claim.
In Dubai there is one further layer, and it is the practical one. Dubai Municipality states on its own service page that Dubai Central Laboratory implements the legal metrology control project in the Emirate of Dubai, under the National Metrology System established by Cabinet Resolution No. 64 of 2022 and in cooperation with MOIAT. Electronic balances are one of five instrument categories the service covers, alongside petrol pumps, taxi meters, medical devices and pre-packed goods. That page sets out the inspection and the sticker in detail. It does not specify an accuracy class or a readability for gold or jewellery scales.

Verification and calibration are not the same thing
This is the single most common confusion in the trade and it is worth separating cleanly. Verification is a regulatory act performed by the state: an inspector tests the instrument against a legal tolerance and reaches a pass or fail decision. Dubai Municipality's inspectors record that decision with a metrological sticker — green, marked Verified, where the instrument complies and may be used with customers; red, marked Rejected, where it does not. Calibration is different in kind. It is a measurement exercise that produces data. It changes no legal status and grants no permission.
A traceable calibration certificate tells you how your balance actually read at defined test points against reference weights, with the error at each point and the measurement uncertainty stated. That is what a quality system, a customer audit or an internal dispute needs. It is not a substitute for verification and cannot be offered as one. Equally, a green sticker on the front of a balance carries no uncertainty statement and is not calibration evidence for an ISO 9001 or GMP file. Most gold businesses that price transactions by weight need both, for different reasons and on different cycles.
A&D Gulf performs calibration and issues traceable certificates from its JAFZA laboratory. We are not accredited to ISO/IEC 17025, EIAC or ENAS, and we are not a verification body — verification in Dubai is Dubai Central Laboratory's function, not a supplier's. One naming point that still causes confusion in older paperwork: DAC, the Dubai Accreditation Department, has been EIAC — the Emirates International Accreditation Centre — since September 2018, and certificates and supplier literature carrying the old name are still in circulation.

What an OIML accuracy class actually is — and what it is not
OIML accuracy classes are the most misquoted thing in this market, so it is worth being exact. R 76-1 classifies a non-automatic weighing instrument using three quantities: the verification scale interval, written e; the number of verification scale intervals, n, which is the maximum capacity divided by e; and the minimum capacity, Min. Readability — the smallest step the display actually shows, written d in the Recommendation — does not appear in the classification table at all.
How e relates to d depends on the instrument. For a graduated instrument without an auxiliary indicating device, which covers the ordinary counter scale, Table 2 of the Recommendation sets e = d: the verification scale interval simply is the readability. Auxiliary indicating devices are permitted only in classes I and II, and where one is fitted clause 3.4.2 sets e in the range d < e ≤ 10 d, with e itself a power of ten in kilograms; for a class I instrument with d finer than 1 mg, Table 5b fixes e at 1 mg, so a balance displaying 0.01 mg has an e one hundred times its readability. Either way the class is not read off the display. It follows from e together with n = Max/e and Min — which is why two balances with identical readability can sit in different classes, and why "Class I means 0.1 mg" was never something the Recommendation could support.
Table 3 below is the classification table. Class I — Special — begins at e ≥ 0.001 g, that is a verification scale interval of 1 mg or coarser, with at least 50,000 verification scale intervals and a minimum capacity of 100 e. The Recommendation footnotes that entry to record that testing and verifying an instrument below e = 1 mg is not normally feasible, because of the uncertainty of the test loads. The finest verification scale interval the table contemplates is therefore 1 mg, not 0.1 mg. There is one narrow relaxation elsewhere in the text, at clause 3.4.4: for a Class I instrument with d below 0.1 mg, n may be fewer than 50,000.
Two consequences follow, and both cut against the way the classes are usually quoted. First, a finer display does not by itself push an instrument into a higher class; n and e do, and n depends on maximum capacity as much as on resolution. Second, an accuracy class is a property of an instrument submitted for verification under a national scheme, not a rating a manufacturer applies to a datasheet.

"OIML approved" is not a status that exists
OIML publishes International Recommendations — R 76-1 is titled an International Recommendation on its cover — which member states may choose to adopt into their own law. Separately, the OIML Certification System issues certificates of conformity for an instrument type. Neither of those is permission to use an instrument in a particular country. Type approval and verification are acts of a national authority; in the UAE that authority is MOIAT, and in Dubai the verification work is carried out by Dubai Central Laboratory.
So "OIML approved" is not a claim that can be true of any instrument, and no supplier, including this one, can tell you that a balance is approved for legal trade in the UAE on the strength of a foreign scheme. A&D's own EK-i literature states that the series is "designed to meet weights and measures regulations of various countries (e.g. NTEP, EC)" — NTEP being the North American scheme and EC the European one. That is a design statement about other jurisdictions. It is not a UAE approval and it is not an OIML approval, and it should not be presented in a tender response as either. If a quotation or a specification offers you the phrase, ask which document it refers to and read that document.
So how should a gold trader choose resolution?
Once the invented rule is removed the choice becomes an ordinary engineering one, and it becomes easier rather than harder. Work from the smallest quantity you must genuinely resolve and what that quantity is worth in the transaction you are settling. A shop weighing chains, bangles, coins and scrap buy-back is settling grams, the digit in dispute is the second decimal place, and 0.01 g resolves it comfortably. A buying desk taking in small findings, or a workshop weighing solder and settings, is resolving milligrams and belongs at 0.001 g.
Capacity deserves as much attention as the last digit, and it is where most buying mistakes are made in the opposite direction. A 122 g balance reading to 0.001 g is the wrong instrument for a counter that regularly takes a 400 g parcel, however fine its resolution — weighing in parts introduces more error than the extra digit removes. Choose the capacity your largest routine load actually needs, then take the finest readability offered at that capacity. Note too that linearity is never finer than readability: the EK-610i reads to 0.01 g with a published linearity of ±0.02 g, and reading a figure is not the same as being accurate to it.
The assay bench is a separate decision and legal class does not govern it at all, because an assay does not price a transaction. Choose it by minimum weight — the smallest sample the balance can legitimately weigh. USP ⟨41⟩, the reference most laboratories work to, requires twice the balance's repeatability standard deviation, divided by the smallest net weight you intend to use, not to exceed 0.10%, and requires the balance to read within 0.10% of a suitable test weight, a test weight being one between 5% and 100% of capacity. A&D publishes a typical minimum weight for each series: for the GX-A/GF-A Apollo range that figure is 120 mg for the 0.1 mg models, 1.4 g for the 1 mg models and 14 g for the 0.01 g models. If your smallest routine sample falls below the figure for the class you are considering, move up a class rather than expecting technique to compensate.

Trade units: carat, troy ounce, pennyweight, tael, tola and messghal
A practical point that no regulation covers and every Gulf buyer eventually asks about. The units a balance can display are a fitted feature rather than a setting you can add afterwards, and the units a business actually trades in vary across the souk and across export markets. Metric carat, troy ounce and pennyweight are standard across most A&D lines. Tael, tola and messghal are not.
The GR Series analytical balances carry the widest set of the lines we stock: gram, milligram, ounce, troy ounce, metric carat, momme, pennyweight, grain, tael, tola and messghal, all as standard units. On both the FZ-i/FX-i precision balances and the GX-A/GF-A Apollo balances, one additional unit — tael, tola or Newton — can be added on request, which means it has to be specified when the order is placed rather than enabled later. The EK-i/EW-i compact line carries nine built-in units including tael and metric carat, but not tola. The HT Series compact scales carry tael and tola but no metric carat.
If tola or messghal matters to how you quote, say so at enquiry stage. It is a straightforward thing to specify at order and an awkward thing to discover afterwards.

Where the numbers you have been given actually come from
Balance specifications do circulate in the Dubai gold trade, and if a class or a readability has been quoted at you it most likely came from one of them rather than from a statute. The Dubai City of Gold trade-resources page for jewellers publicly lists several by name: a Dubai Central Labs decision on weighing balances dated 2012 in its own title, a required specification for gold and diamond balances, a required balance specification covering gold, diamond, perfume and consumable products, a further Dubai Central Laboratory weighing-balance document, a list of approved suppliers, and an Arabic list of companies holding conformity certificates for non-automatic balances.
We have deliberately not reproduced their contents on this page, because we have not opened them — and we would advise against relying on a copy that has been forwarded to you either. One of those documents is dated 2012 in its own title and the others carry no date in that listing; anything from that period was written before ESMA's functions moved to MOIAT in 2020. Where a class or a readability figure is going to determine what you buy, obtain the current position from Dubai Central Laboratory directly. That is the department that will inspect the instrument and apply or withhold the sticker, and its answer is the only one that decides anything.
A related caution applies to supplier lists. Conformity attaches to the instrument, not to the letterhead — a balance is not compliant because its maker appears on a list, and it is not non-compliant because its maker does not. Where such a list genuinely bears on a procurement process, ask Dubai Central Laboratory for the current version rather than accepting any supplier's account of it, ours included.

What we cannot do is verify an instrument for legal trade, tell you that a model is legally approved in the UAE, or issue an accredited calibration certificate — our calibration laboratory is not accredited to ISO/IEC 17025, EIAC or ENAS. Verification in Dubai is Dubai Central Laboratory's function, and the charge for that service is set by Cabinet Resolution No. 13 of 2021 rather than by any supplier. What we will do is tell you plainly which of the two your situation actually needs before you commit to an instrument, and point the enquiry at the right department when it is the one we do not perform.
If your requirement is a written specification for a tender, the safest wording names the physical properties you need — maximum capacity, readability, repeatability, linearity, the trade units to be fitted — and states separately that the instrument must be capable of verification by the competent authority. Specifying a class you cannot substantiate narrows your field for no gain and is difficult to defend if it is challenged.
